Despite the fact that the county District Attorney's Office and Probation Department wanted the two minors to spend more time, Luebs said the statute needed the least restrictive conditions possible in order to foster recovery.

Even if the two teenagers didn't want to kill Stolz, he said they were "directly responsible" for his death.

If the teenagers spend their time with more sophisticated and mature criminals, Luebs believes that locking them up would do more harm than good.

Both inmates have served 47 days in a juvenile detention center and have been ordered to return to the judge on June 25.

Luebs would send them to juvenile hall if they didn't comply.
